RESENSI KAJIAN USAHA MIKRO INDONESIA

Jurnal pengkajian koperasi tentang Kajian Usaha Mikro merupakan hasil penelitian yang dilakukan di daerah/provinsi yang menjadi obyek penelitian adalah Nusa Tenggara Barat,Kalimantan Barat, Sulawesi Selatan, Jawa Timur, Sumatera Selatan, dan Sumatera Barat.

Jurnal Kajian Usaha Mikro Indonesia bertujuan untuk mengetahui permasalahan apa yang dihadapi usaha mikro serta menyusun model pengembangan usaha mikro yang bersifat aplikatif. Masalah yang dibahas pada adalah sebagai berikut : Sistem pembukuan yang relative sederhana dan cenderung mengikuti kaidah administrasi standar, sehingga datanya tidak up to date. Hal tersebut mengakibatkan sulitnya menilai kinerja usaha mikro, margin usaha yang cenderung tipis mengingat persaingan yang sangat ketat, modal terbatas, pengalaman manajerial perusahaan terbatas, skala ekonomi yang terlalu kecil sehingga sulit mengharapkan penekanan biaya

untuk mencapai efesiensi yang tinggi, kemampuan pemasaran, negosiasi dan diversifikasi pasar yang terbatas, kemampuan untuk memperoleh sumber dana dari pasar modal yang rendah, karena keterbatasan sistem administrasi.

Data yang digunakan adalah data primer yaitu dari data lapang dengan cara wawancara menggunakan daftar pertanyaan,serta diskusi daerah sedangkan data sekunder sekunder diperoleh dari berbagai referensi, laporan hasilpenelitian, dan dokumen dari berbagai instansi terkait. Pengolahan data dengan cara tabulasi , sedang analisa data menggunakan analisa deskriptif sederhana.

Hasil dari penelitian tersebut adalah pada tahun 2003 sekitar 97 % dari seluruh perusahaan di Indonesia merupakan Usaha Mikro, yaitu 41,8 juta bergerak di subsector perdagangan, pertanian , dan industry dengan kontribusi terhadap PDB sebesar 30 % dengan tenaga kerja 71,44 juta, sementara keseluruhan usaha mikro, kecil dan menengah sebanyak 42,5 juta usaha dengan kontribusi terhadap PDB sebesar 57 %. Dapat disimpulkan bahwa secara nasional usaha mikro di Indonesia selama 4 tahun mengalami peningkatan sebesar 7,2% atau rata-rata 2,4%.

Strategi untuk Usaha Mikro di Indonesia tetap maju agar perekonomian di Indonesia dapat menjadi lebih baik adalah :a. Kebijakan pengembangan usaha mikro yang efektif hendaknya dilakukan secara lebih luas dan terpadu, b. Kebijakan pengembangan usaha mikro memerlukan pengkajian dan reorientasi peran pemerintah dalam banyak aspek. Kebijakan pemerintah yang baik merupakan salah satu isu sentral dalam pengembangan usaha mikro yang berkesinambungan, untuk itu perlu penyempurnaan kebijakan pengembangan usaha mikro oleh pemerintah, c. Pemerintah dalam mengenbangkan usaha mikro perlu memerapkan kebijakan dan program secara transparan dan bertanggung jawab, d. Sebaiknya peran pemerintah adalah menciptakan insentif dan iklim yang kondusif agar usaha mikro mampu menghadapi persaingan. Secara praktis, hal ini berarti membangkitkanupaya untuk menghilangkan monopoli dan menghapuskan berbagai hambatanperdagangan dalam negeri dan internasional, e. Pengembangan usaha mikro secara terpadu untuk meningkatkan daya saing dan akses usaha mikro ke sumberdaya produktif perlu dilakukan melalui kebijakan bidang pengembangan infrastuktur, pembangunan daerah, komunikasi serta angkutan, riset terapan dan pendidkan, promosi, perdagangan , dan investasi.
